Located at Patch Barracks in Stuttgart, Germany and reporting up to the MCD Project Leader for Facilities, Engineering, Operations and Management -Stuttgart

Responsibilities:

The Facilities Engineering Manager (FEM) is responsible for the overall engineering oversight, technical performance, and operational readiness of facility systems supporting mission‑critical environments. The FEM provides leadership across facilities engineering, building systems, and maintenance operations, ensuring contractual compliance, system reliability, and effective coordination between technical teams and stakeholders.

ENGINEERING & TECHNICAL OVERSIGHT

Provides engineering leadership and technical oversight for facility systems, including HVAC, building automation, controls, electrical, and associated infrastructure
Oversees system performance, reliability, and optimization in accordance with contract requirements and engineering standards
Reviews system diagnostics, trends, and performance data to identify deficiencies, risks, and improvement opportunities
Ensures system changes, upgrades, and optimizations are executed in accordance with approved procedures and authorization requirements
Supports retro‑commissioning, optimization, and long‑term reliability initiatives across supported facilities
Maintains engineering oversight to support continuous operational readiness of mission‑critical facility systems

OPERATIONS & MAINTENANCE MANAGEMENT

Oversees day‑to‑day facilities engineering support and coordination with maintenance, controls, and technical staff
Provides technical direction during troubleshooting, corrective maintenance, and system restoration activities
Ensures service response, mitigation actions, and repairs meet contractual performance and timeliness requirements
Supports development and enforcement of standard operating procedures, engineering practices, and technical documentation
Provides technical oversight and coordination for building automation and other facility systems support functions

LEADERSHIP & COORDINATION

Leads and coordinates cross‑functional engineering and operations teams
Serves as the senior technical point of contact for facilities engineering matters
Coordinates with internal leadership, project teams, and contract stakeholders

REPORTING & DOCUMENTATION

Reviews and approves engineering reports, system assessments, and performance summaries
Ensures accurate documentation of system changes, operational actions, deficiencies, and corrective measures
Supports preparation of technical briefings and reports

COMPLIANCE & RISK MANAGEMENT

Ensures facilities engineering activities comply with contract requirements, safety standards, cybersecurity expectations, and access control policies
Identifies technical risks and implements mitigation strategies to protect mission continuity and infrastructure performance
Ensures appropriate notification and coordination occurs when system conditions are identified that could degrade mission capability, safety, or system performance
Supports audits, inspections, and performance reviews as required

Qualifications:

High School Diploma required and bachelor’s or master’s degree in engineering or a related field preferred.
13+ years of progressively responsible experience supporting facilities engineering, operations and maintenance, or mission‑critical infrastructure environments
Demonstrated experience providing technical oversight, coordination, or supervision of facilities systems and technical personnel
Strong working knowledge of facility systems, including HVAC, electrical distribution, and building automation systems
Experience supporting facilities operations in secure or mission‑critical environments
Ability to interpret engineering documentation, system drawings, and technical requirements
Proficiency with Microsoft Office applications
Ability to work in both office and operational facility environments
Ability to communicate effectively, verbally and in writing
Required to wear and properly use personal protective equipment (PPE) as necessary while performing assigned duties and in accordance with applicable safety requirements
Position requires up to 25% travel in support of facilities located in the United Kingdom, Italy, Germany, and Belgium
Travel requirements are mission‑dependent and subject to contract needs

Desired Qualifications:

Experience supporting mission‑critical or secure facilities
Experience managing or overseeing building automation and controls operations
Familiarity with government or DoD facilities engineering environments
Experience interacting with installation Directorate of Public Works and/or Air Force Civil Engineering operations
